Easiest thing to do Bob is to pay attention and not bet out of turn.

People, let me explain why I call this porker,
He has the most obnotious sounding voice that is almost indescribable. He can be heard anywhere in or outside the building. Imagine what he's like on the same table
Not only is he loud but don't and I did say DON'T, let him tell you about any of his bad beat stories. Not only do they take forever but you need panadol afterwards.
However. I still call him my friend and I appologise to all who are within ear shot of this guy. In fact I think I can hear him now!!

Betting out of turn needs to be penalized more than just forcing a call.
I've seen someone 5xBB raised on my table way out of turn near the button. This happened on several occasions in a matter of thirty hands or so. The person under the current rules was able to enter the pot every time with only a big blind call at risk. He managed to setup a situation of fear without having to put the money in. I think most of the time everyone checked the flop and all he had to do was bet it to win.
It looked like a deliberate ploy. Not sure but it worked!
I was considering using it in my bag of tricks!
My rule suggestion is: Anyone who bets out of turn is mucked, even if they are in the big blind. Harsh but fair.

You should have brought it to the attention of the TD.
In "Major Tournaments" acting out of turn more than once will attract time penalties. If this person is continuously doing it, the TD's does have the right to impose a time penalty on the player.

Most definitely agrees to what Des says.
A continual infringement or breach of rules will result in a time penalty and then expulsion from the tournament.
