So having three 8's on the board with one in your hand does not make quads.

If we remove the set of queens from the equation; Todd's hand reads as 888Q5

last time i checked, he would have quad 8s with a Q kicker. i.e Q8 would play from his hand on the turn, and QQ would play on the river.
