i am thinking specifically of the rule about a single overchip in the pot preflop.
i simply ask them if it was meant to be a raise or a call. if they say raise, then the first time i usually let them raise, and then just tell them that next time they do that its just a call

I'm with Pete, but benny the cunt is right on this one. If someone meant to raise, but went about it the wrong way, I say let them raise.

This particular senario and string betting are what causes so many arguements or disagreements on a regular basis as it has here on the forum.
Do we let it go this one time or the next, or the next time, or not?? I say NOT, so I'm in Petes corner here.
The reason the rules are there in the first place is to retain unified playing rules to play by and eliminate any grey areas.
If we create grey areas and let them go then we become part of the problem by letting it happen.
It happens too often where they say, "they have done it before and nobody said anything"! So, I say pull them up there and then, get the TD to confirm the ruling to eliminate an arguement between the players.
I also try to encourage the player/s to make verbal calls to eliminate any confunsion.

This. String betting is a different story and shouldn't be allowed any time, but i think the above argument is about specifically when a single big chip is placed out pre-flop. I think leniency on this one is ok, as if they dont verbalise anything then this action is almost always intended as a raise (players who ONLY want to put 2k of their remaining 5k chip into the pot always say "just a call").
I think a lot of us are compartively knowledgable with regards to rules compared to many players so it is our job to assist players to learn the rules in a nice way, not to force technicalities down people's throats as this can turn beginning players off VERY quickly.
We were all beginners once, so i always use the "best intentions" philosophy. If they didn't mean to do it, cut them some slack for THAT time only, and remind them about a particular rule and why it is in place.

i completely agree with bob and matt's posts
if someone doesn't know the rule, i dont think they should be penalised, as they clearly aren't trying to angle shoot or anything, which is what the rules are designed for.
