I know he's thrown in half the BB amount post, I'm just not sure why you mentioned the fact he had 1.5 BB behind him pre. It's of no consequence whatsoever what his stack was pre-flop.

And in this scenario, 400 would be the flat IMO. the player acting first is betting, not raising.

even thought tha bet was not what i would consitute a legal bet.
Does anyone know how to make money playing uno vs 6 year olds, its about the only card game i get to play these days.

If he were raising, it wouldn't be a legal raise. He's betting.

Players have the option for flat calling the 200 as it is post flop. Not pre.
Reraise options are 600 or greater.

The 200 is counted as a bet post flop. Regardless if it meets the big blind requirement. Players don't have to call up to the normal min bet on the flop of 400, due to the simple fact that no one has bet it.
Reraise is still considered to be the bet plus the minimum of a bb or the size of the initial bet, whichever is greater.
Pre Flop opens the kettle of fish of stopping action, and also reopening the betting.
Reraise options are 600 or greater.

Post flop betting scenarios can be different to pre flop betting scenarios.
Post flop it's 200 to call, min raise is to 600.
