I had a situation like this the other night. I had a substantial amount of chips (5,000 or so), top pair (K) on the flop. It was heads up. I bet 500. He calls. Turn comes, I bet 200. He raises to 500. I see one 25 chip and a 500 chip left in his stack.
Me - "Alright, I'll raise you all in."
Opp - "Ok"
Now, I don't know whether ok meant "ok, I'll call" or "oh... ok." He moved his hands, revealing another 1,500 or so in his stack, before anything could be sorted out. At the moment I freaked the hell out, as I wasn't raising this guy all in on just a pair of K's.
Now, I don't know this guy personally (Carl), but he was a nice guy and wasn't intentionally covering his chip stack (as he had been, unbeknowest to me, and himself I guess, for the entire hand). After some debate at the table ("all verbal bets are binding, Aaron" - another player, not Carl) we called over the TD, Shannon.
We explained the situation to Shannon. I never intended to raise this guy all in for 2,000 or so, and to feel like I had to, because "all verbal bets are binding" felt like a cop out. Luckily, common sense prevailed and Shannon realised that my raise was an honest mistake and she gave me the option to call the 500 or fold. Carl was totally cool with all of this, by the way. I called the 500.
I hit the K (trips) on the river and bet 1,000. Carl folded. I felt bad after that. I never did find out whether Carl was going to call my all in re-raise.
Long story short, I support the "all verbal bets are binding" rule (which Shannon seemed to enforce, if I remember correctly), but you've got to remember to employ some common sense, and patience, now and then.

Re: Acting out of turn.
Gday Guys,
In my opinion Shannon did the right thing, and by the sounds of it so did both the players, a verbal bet is considered always binding, but when there has been a substantial misunderstanding of the call or raise, the action can be retracted as per the TD's discretion.
Glad both players where happy,
Cheers,

Sorry, I disagree!
Your verbal bet should have held. It is your responsibility to ask what a player has in front of him. Not to assume. I'm glad everyone was happy but if I were TD I most probably would have upheld that rule!
Cheers

Sorry Daz but doesn't a player have to show their highest denomination chips at all times?
I think Shannon handled that perfectly.

Pardon me, but I think you'll find that's a shovel. See you next Tuesday!

Re: Acting out of turn.
Chips should be easily visible to all players and openly displayed at all times, unlike drunk guy at Strath who decided to argue with me, several TD's and then several players and consequently copped a clip up the side of the head.
If a misunderstanding of a bet has been made then it is up to the TD to make a fair decision based on the scenario.

Re: Acting out of turn.
The stories I coud tell about palming chips or removing them from the table...
Sounds like the situation was handled well, and thankfully it was a frienly environment. I can imagine the same scenario at other venues, with vastly differenent results
