Rules question.

Im sure we have talked about this before, but i want to clarify this.

Three players, A, B & C

Player A bets 800. Player B puts his last 900 chips in and is all in. Player C calls 900.

What are player A's options?

Im petty sure that he can only call or fold as the betting is not re-opened. Is this right?

I thought that was the case. Its a really hard one to explain to Player A at the table who always wants to re-raise higher.

just say, that a legal raise is a raise which is double (or more) the previous raise

betting is only reopened when the one of the other players put in a legal raise. player C still had the option to raise, as he had not acted yet

if a player hasn't acted, then he can do what he wants.

if a player has acted, and a player before him goes all in, but the all in is not a legal raise, then the only options to the first player are call or fold.

big blinds dont come into it
