While both are questionable calls depending on my read I might make the call with either hands, although I actually think the Q7 hand had more reason to call in this situation than the 99 and I would probably get out of the hand with the 99. With a check-raise play I would probably put you on the straight so holding 99 I would be unsure whether you held the up or down straight, as there was a good chance that you had 9 10 I would probably fold as I might be drawing dead anyway so not worth the risk. The Q7 on the other hand had the flush draw and actually had good odds to call both times (due to the 99 hand calling both raises), the 1500 call was for a pot of about 6000 so that's 1:4 odds, the call of your all-in was for a pot of about 16K so again about 1:4 odds..... so depending on whether you want to take a risk and chase or not (and for a pot of 16K it looks very attractive) the person with Q7 actually had +EV so you can't blame them for calling.
I think the main problem you faced was that your stack wasn't really enough to cause people to fold after you had checked and then saw a small raise and call before your all-in (your fold equity had diminished with the check-raise play). If you raised straight from the flop rather than checking you would have had more fold equity and may have seen the other guys fold, although in NPL that would still have been highly unlikely!
