The one thing that annoys me more than any thing is a know-it-all at the table saying "just deal the cards we'll sort it out at the end".

No, you'll do it now. That way there will be no arguments when someone invariably makes a mistake in calculating the pots.

Also why should table 2 be stopped? Hand-for-hand does not occur with 15 players left.

If both hands were playing at the same time, which these obviously were, I would award positions based on chip stack. Regardless of which table finished the current hand first.
