No advantage to the average user.
If you are running a business and have your own webpage, you need a static ip in order to successfully host that webpage.
The average shmoe has no need for one at all and will automatically have a dynamic ip address.

Not many businesses host their own sites but yes, if they do, they need a static IP. In saying that I wouldn't recommend doing so on an ADSL connection.
A static IP is pretty much a waste of time for 99.9% of people.
Even if you need to access your computer externally, there are ways around this such as dyndns.org and others.

David. Just out of curiosity, are you able to design and run a website such as the old NPL webpage and if so what sort of costs would be involved???

The reason I asked was with my SP if I increase my speed to 1500/256 then I get a static IP

SP should be ISP (just to avoid confusion, that's all).

Are you on a residential or a business plan?
If you're being offered a static IP address as part of a plan upgrade it's either a gimmick or you're on some kind of small business plan.
It doesn't hurt you to be on a static IP but it's not really any kind of reason to change plan.
For ADSL1 you would be looking for maximum speeds (in theory only mind you) of 8000/1000. Those are the maximums for ADSL1.

No its a home plan the 1500 is a middle of the rack plan, currently I'm on the bottom speed available I'm basically happy with the current speed but then again I may decide to start downloading some poker shows, so bit more speed for 20 bucks a month is not too much of an expence.
