And if the person drawing the ace doesn't go on to win, does the cash roll over to the following week?

Scott, I assumed it was AFTER you win, you draw a card.
Not that, if you get the Ace when we are seated (like PHCC's promo)
I could be wrong. It happens a lot.

Is this the same card that determines your seating position on the final table? ie if the person in the dealer's position wins the tourney, then they win teh $100 cash as well?

As I understand it:
You win tourney.
Then 9 cards place on table. If you draw the ace... $100!
I would say it wouldn't roll over.
---
This would have to be confirmed by the Venue/TD as I'm just assuming how it would work.

Des has hit the nail,
$50.00 is put up by me, $50.00 by venue.
After the win, i put nine cards on the board, same as when you draw for you seat on final, If you draw the ace... $100!
money doesn't jackpot...

Why not just have it that you need to win from the button (ie. draw the ace, pre FT)?
Only have to draw one card that way

Id prefer the winner drawing a card.
