what are you talking about in this case harps?
usually the person who has the button is the dealer.

ok, your original post is a little ambiguous
to find a dealer, everyone gets a single card. usually this is from someone just dealing them out.
the highest card gets the dealer button. if there are 2 or more of the same card, then the first person who is dealt that card gets the button.
