As I have mentioned in previous posts and to many of the staff REPEATEDLY.
Only the dealer is allowed to touch the muck pile, chips or cards.
It is the dealers responsibility to sort change required for players AT THE COMPLETION OF THE BETTING ROUND.
Burning cards at appropriate times is also a problem, it is all about educating the players, not just TD's educating players but other players helping newer or novice players out with the processes and systems.
You have hit on two of my biggest pet hates in self dealt games, my other one is dealers who play with chips from the pot.

I have a question ??
when does a Hand start ??
1/. when the Blinds are posted.
2/. the first card is dealt to the first player
3/.when all players have both cards face down in front of them
4/. when the TD declares " shuffle up and deal to your Table
I thought the dealer has control of the Hand
As per Line Two of Garth Kays post as above --The dealer has control of muck cards chip change and flop/burnt / exposed cards/damaged cards

A hand starts on the first rifle (shuffle) of the cards.

Des is correct,
But most pub poker leagues make it easier by declaring as soon as the blinds are posted.
Next season it will be strict: from the first riffle.

Not sure if it is rifle or riffle... lol. One site had it with one F, another site with two. I knew I'd get a bite from someone.
Just make sure when I'm riffling the cards when I'm dealer I don't deal you AK and shoot you down with my bullets.
