To qualify for the state top 50, or the regional leaderboard, you must play a minimum of 15 games.
if you play more than 15 games, your HIGHEST 15 games are used to calculate your average. i.e if someone plays 100 games, with 15 final tables, then their total average will be fairly low, but their "leaderboard average" would be high because only their first 15 count.
