We have no AIRFLOW at ALL except for the mini fans that we are allowed to have, and not everyone has one.

We keep going outside just so that inside feels so cool.

apparently there used to be a rule that we could go home if it gets too hot, before the days of air conditioners.

unfortunately though, it seems that at least some of the air conditioners in the building are back up and running

Mine isn't (damn it), but I'm pretty sure that once it reaches a certain temperature, they send everyone home. Sounds like you're out of luck though if the AC is back up and running!

Outdoor workers finish work when its 36 or 38 degrees... depends on their award.

As far as I know, indoor workers, with air-con, dont get such luck.
