Good read, but I think the author has a bit of a chip on his should an thinks everyone will derive some value from the NBN regardless of their needs. That said, I still don't really think anyone disagrees fiber is the answer if the question is "How do you want to build a broadband network", but I really don't think governments are there to answer simple, one word answer questions.
In slightly related thought stream, here is a (surprisingly for The Australian) unbiased history of the Labor party policy on the NBN. Bit of a long read, but very interesting.
Here is another example of an inexpensive "patch up" that could be around in a few years to help with rural areas - CSIRO using analog TV spectrum. Very cool

to me, that looks like wimax, but because they are switching off the analogue tv they can now use that spectrum.
