Whats the correct rule

when do registrations for normal npl games ?

at the first blind change.

at the first break

Who must register.

The player or their proxy.

I think you mean when do they end?

But its a good question, one of the blurry bits at some venues.

You want lower number venues to get more players, but at what point does it become a disadvantage to other players.

I have seen players register by phone beforehand saying that they will be late (and thats fine imo) but then rock up at or slightly before the first break. I would be annoyed if i had 800 left and they sat down with a full stack.

First blind level, I was under that impression. Occasionally saw 1st break in the early days, but not recently.

However, if someone has registered, and not yet sat down at the table, where does that leave them?

They should have had their blinds taken, so really, they aren't sitting down with a full stack.

Rego for all events close at the completion of the first blind level. All players must register directly with the TD if anyone does register by proxy then the TD must remain in possession of the player.
If a player does register by phone or proxy, there stack MUST be left live and blinded out until they arrive, if they have not arrived before the end of the first blind level, their stack must be removed from the game (special circumstances excepted).
