Ugh, really? Do you have to do that for EVERY update? Seems pretty troublesome. The link I got off the HEM site said "if you've previously installed/have HEM installed click here."

Thats a tad harsh benny the cunt, not much you can messup when the only manual input for a HEM update is to point it to your installation folder...
But maybe some file permissions or something were accidentally changed some other way?

I havent needed to reinstall either, and think i have only skipped 1 update dl,

Anyway when you do reinstall ALK, make sure you also check there are no files left over, and delete them if there are. (as your error seems to be file related, not a bad dll call or program crash)
Even better use an app like 'Revo Uninstaller' (free) that automatically scans for leftover files and registry entries and allows you to delete them... Be amazed how badly behaved some uninstallers are once you use it a few times.
When you run it, it presents you a list similar to Windows builtin Add/Remove programs, and 3 different levels of scanning aggression post uninstall... Nice little program.

Just hope you remembered your HEM DB password... Stuff using the one recommended in the setup faq... LOL, every HEM user with the same DB password, kinda makes the password redundant...

Edit: will leave what i wrote as alot of it about Revo Uninstaller anyway... :)
