General table behaviour.

Hey all..
There has been a huge discussion of late about table etiquette and if I have missed particular comments in regards to my questions, then I appologise.
But I am wanting to ask some questions in regards to some behaviours that seem to be creeping in slowly...
Playing in the last state final and this weekend in the teams event pointed out to me how complacent we are in accepting general "idiosyncrasies" that creep into some of the players that term as being "colourful".
Ok here is what I mean..
Bad winners
Unfortunately in this case, there was only one extreme case of this type of thing, but there are others that are guilty of it, so I am sorry that I am kinda outing one particular person;
We had a case of a player that won a hand. So this player jumps up in the air and yells out "YEAH! YEAH! YEAH!!! Back in the game... whoo..." and proceeded to yell out yeah heaps, stomping around and clapping. Now this player was loud enough to have the entire room turn to their attention.
The room, laughed and looked, some made comments and obviously knew them, but honestly, why do we applaud this behaviour?
We are not 10.
Surely this is just another form of bad sportsmanship.
So now we have turned our attention to this player that has created the fuss.
What about the player that just lost?
We applaud a win... in what way did this player win? luck? skill? the river?
What about those that are currently considering their hand and how they are playing it, only to have someone jump up and scream like that, thus breaking their concentration?
Bad losers.
We had a player at our table that was Jeckle and Hyde in personality. He honestly couldn't have played better and unfortunately got a bit unlucky on a few hands and was constantly slow with dealing and more so with putting the cards on the table.
We got called back for the second round, he obviously had a few beers by now and we sat down.. he was fine.
He then played a hand and lost. He lost because 2 players flopped an open ended straight and chased it to the river. He did not hit and was throwing out some pretty chasable (Yep thats a word) bets.
Next hand, the two cards he had came out on the flop, he thumped the table, I jumped out of my skin. He then proceeded to yell "Where the f*** was that on the last hand?".
He also bagged everyone for playing acceptable cards when he got knocked out. But he was lovely while he was winning.
Ok fine.. One thump.. one swear word.. no worries, that is acceptable, we are adults..
But then he started to get more and more agitated. Fine, let the sleeping bear be, we are still adults.
Bad dealers
He then dealt the cards out, I was sb, there was 3 of us in the hand and he just sat there for what seemed ages. I said, your deal (no agression, no smartass, nothing).. I didn't hear anyone else say anything, he looks at me and says, "excuse me?" I said your deal, and long story short he stares at me and proceeds to have a go at me, saying, I don't need you to point out I am the dealer blah blah blah... To be honest, it kinda became a bit of an argument.
I wouldn't have made any comment at all if he had not sat there and just done nothing.
So these are my questions:
How long is it acceptable for the dealer to stuff around while we the ones playing in the pot wait patiently?
If there is an all in between two players, how long is it acceptable for the dealer to sit there and hold the cards in his hand and stare at the cards displayed on the table before he finishes the turn and flop?
Surely there is a rule of thumb in this case.
I welcome all arguments in regards to my thoughts and post. Even if you have to bag me to make your point.
